Only Registered NGOs Allowed: Punjab Bans Unregistered Welfare Bodies

The Punjab Home Department has announced a province-wide crackdown on unregistered welfare organizations, ordering their closure to ensure transparency and stronger regulation in the charity sector.
The decision was finalized during the 23rd meeting of the Punjab Charity Commission, attended by senior officials including Members Syed Ali Murtaza, Capt. (R) Asadullah, Usama Siddiq, Special Secretary Home Fazal-ur-Rehman, and CEO Col. (R) Shehzad Aamir.
Officials stressed that registration with the Punjab Charity Commission is mandatory for every welfare institution. They highlighted that the Commission’s effective oversight has been instrumental in helping Pakistan exit the FATF grey list. The department reiterated its commitment to protecting law-abiding NGOs while promoting cooperation with organizations contributing positively to society.
Inspections and Action
From January to July this year, the Commission inspected 938 NGOs. Administrative action was taken against 98 for violations of regulations, while registrations of 29 were suspended or cancelled.
To further strengthen its role, the Commission approved new recruitments and emphasized the need for training and youth engagement in registered NGOs to expand their constructive social impact.
Citizens Advised
A Home Department spokesperson urged the public to donate zakat, charity, and contributions only to registered organizations. Verification of registered NGOs can be carried out using the QR code on their certificates.
The spokesperson also warned that donations to unregistered or proscribed organizations are strictly prohibited. Under the Anti-Terrorism Act 1997, providing support to banned outfits constitutes a criminal offence.
