Landmark Legislation: Kalash Marriage Bill to Be Presented in KP Assembly

In a historic step for indigenous rights in Pakistan, the legislative committee of the Khyber Pakhtunkhwa (KP) cabinet has approved the draft of the “Kalash Marriage Bill.” The draft will now be tabled in the provincial assembly during its upcoming session.
The Kalash, an indigenous tribe residing in the remote valleys of Chitral, are globally known for their ancient Aryan roots, polytheistic beliefs, distinct language, and vibrant cultural festivals. Despite their unique heritage, the community has long lacked a proper legal framework to regulate marriages and protect their socio-cultural identity.
Qamar Naseem, social activist and co-author of the bill, hailed the development as a “landmark for indigenous rights.” He noted that the law formally recognizes the cultural and religious identity of the Kalash people while introducing an official marriage registration system for the first time in their history.
The bill was drafted with input from the advisor to the Chief Minister on minority affairs, the National Commission for Human Rights (NCHR), the Local Government Department, and various civil society stakeholders.
According to experts, the Kalash Marriage Bill establishes a legal mechanism that aligns with the community’s religious values and traditional customs. This ensures the protection of their cultural heritage while integrating their rights into Pakistan’s formal legislative system.
Human rights activists believe the legislation could set a precedent for safeguarding the traditions and legal rights of other minority communities across the country.
